أصدر حزب المستقلين الديمقراطي، برئاسة الدكتور سامي الصيد الرخصي، بيانًا بشأن ما أُثير حول دخول شركة “أركنو” إلى قطاع النفط الليبي، معربًا عن بالغ قلقه إزاء تضارب التصريحات الرسمية حول مصادر التمويل وآلية منح الامتيازات وتحويل الإيرادات إلى مصارف خارجية، بالإضافة إلى تجاهل قرارات حكومية صريحة بوقف التعامل مع الشركة.
وأكد الحزب في البيان الذي تلقت شبكة “عين ليبيا” نسخة منه، أن النفط الليبي يمثل ثروة سيادية لا يجوز التصرف فيها إلا وفق القانون، وأن منح حقول منتجة لشركة حديثة التأسيس بلا سجل إنتاجي يمثل إخلالًا جسيمًا بمبادئ الحوكمة والشفافية وتكافؤ الفرص.
وطالب الحزب بما يلي:
الكشف الرسمي والموثق عن مُلّاك شركة “أركنو” الحقيقيين والمستفيدين الفعليين منها وهيكلها الإداري والقانوني.
نشر جميع عقود الشركة ومصادر تمويلها وضماناتها للرأي العام.
إعلان نتائج اللجنة الحكومية والرقابية المشكلة لمراجعة هذه التعاقدات دون تأخير.
فتح تحقيق قضائي مستقل بشأن مخالفة القرارات الحكومية ذات الصلة.
وقف أي تعامل مع الشركة إلى حين استكمال المراجعات القانونية والفنية.
حماية قطاع النفط من أي استغلال سياسي أو مالي خارج إطار القانون.
وشدد د. سامي الصيد الرخصي على أن ما كشف حول شركة “أركنو” يمثل مؤشرات خطيرة على سوء إدارة قطاع النفط الليبي، مشيرًا إلى منح حقول منتجة لشركة حديثة التأسيس بلا سجل إنتاجي، وتمويلها بمبالغ ضخمة دون إعلان رسمي عن مصادرها، وتحويل إيراداتها إلى مصارف خارجية، وتجاهل قرار حكومي بوقف التعامل معها.
وأكد الحزب على ضرورة الكشف الفوري عن مُلّاك الشركة الحقيقيين والمستفيدين منها، ونشر عقودها ومصادر تمويلها، وإعلان نتائج لجنة التحقيق، ومحاسبة كل من يثبت تورطه في أي تجاوز يمس المال العام أو الثروة الوطنية.

Warns Against Political and Financial Exploitation of Oil Wealth
The Democratic Independents Party, led by Dr. Sami Al-Said Al-Rukhi, issued a statement regarding the concerns raised about the entry of “Arkano” company into the Libyan oil sector, expressing deep concern over conflicting official statements regarding funding sources, the mechanism for granting concessions, and transferring revenues to foreign banks, along with ignoring explicit government decisions to halt dealings with the company.
In the statement, which the “Eye of Libya” network received a copy of, the party emphasized that Libyan oil represents a sovereign wealth that should only be managed in accordance with the law, and that granting producing fields to a newly established company without a production record constitutes a severe breach of governance, transparency, and equal opportunities principles.
The party demanded the following:
1- Official and documented disclosure of the true ownership of “Arkano” company, its actual beneficiaries, and its administrative and legal structure.
2- Publication of all company contracts, its funding sources, and guarantees to the public.
3- Announcement of the results of the governmental and oversight committee formed to review these contracts without delay.
4- Opening an independent judicial investigation regarding violations of relevant government decisions.
5- Halting any dealings with the company until the legal and technical reviews are completed.
6- Protecting the oil sector from any political or financial exploitation outside the framework of the law.
Dr. Sami Al-Said Al-Rukhi emphasized that what has been revealed about “Arkano” represents serious indicators of mismanagement in the Libyan oil sector, noting the granting of producing fields to a newly established company without a production record, financing it with substantial amounts without official announcement of its sources, transferring its revenues to foreign banks, and ignoring a government decision to stop dealing with it.
The party insisted on the immediate disclosure of the true owners of the company and its beneficiaries, the publication of its contracts and funding sources, the announcement of the investigation committee’s results, and holding accountable anyone found involved in any violations affecting public funds or national wealth.
